Questions

What counts as a gate?
A date on which something in the federal record becomes true: a rule takes effect, an authorization lapses, a comment period closes, a reporting deadline binds, a program period ends. If a date changes what a recipient or an administrator must do, it is a gate.
What is the difference between a gate that binds and one that does not?
Statutes distinguish duties from discretion, and the words carry legal weight. Where the source says shall, must, or not later than, the date binds and the gate is marked accordingly. Where it says may or is authorized to, the date is discretionary. Why does a collision between two programs matter?
Because nobody sees it. A tracker scoped to one program cannot tell you that an unrelated deadline lands the same day and competes for the same staff. Collisions are the one signal a single-program tool structurally cannot produce.
