Government speaks in five forms. The engine reads all of them, and whatever shape the source takes, it ends the same way: found, verified, and pinned to its origin.

Four tiers, and the difference between them is the product
- Held and sealed 208
- The bytes are on disk and hashed with SHA3-256. Re-download and re-hash to confirm the source has not changed.
- Primary, cited 562
- A primary government source, cited with the date it was read. Not byte-held, so the seal covers the citation and not the bytes.
- Referenced 336
- The source appears in the record supporting a claim. No retrieval is attested. This is the weakest tier and it is never promoted.
- Not held 13
- Retrieval was attempted and refused. The reason is recorded rather than the absence being left silent. We publish these rather than quietly dropping them, because a source list that only shows what worked is not evidence of anything.
