Drinking Water State Revolving Fund

EPA awards annual capitalization grants by formula to all 50 states, Puerto Rico, the District of Columbia, and the territories (allotment based on the most recent Drinking Water Infrastructure Needs Survey and Assessment). Each state adds a 20 percent match, may reserve up to roughly 31 percent in set-asides, and places the balance into a dedicated state revolving loan fund that lends to public water systems for eligible infrastructure projects; loan repayments and interest revolve back into the fund for additional lending. Recipients (public water systems) apply directly to their state DWSRF program, not to EPA.

Authority

Drinking Water State Revolving Fund is authorized by Safe Drinking Water Act, 1452, administered by EPA, as a revolving-fund program. Statute.

Capitalization grants are allotted to states based on the results of the most recent Drinking Water Infrastructure Needs Survey and Assessment (DWINSA); the FY2026 base allotment uses the 7th DWINSA results. By statute every state receives a minimum of 1.00 percent of base funds available to states. States must provide a 20 percent match. States may reserve set-asides up to roughly 31 percent of the capitalization grant: up to 4 percent or 400000 for program administration and technical assistance, up to 2 percent for technical assistance to small systems serving 10000 or fewer persons, up to 10 percent for state program management, and up to 15 percent for local assistance and other state programs (maximum 10 percent per eligible activity). States may use additional subsidization (principal forgiveness, negative-interest loans) for disadvantaged communities.
